The man law enforcement officers are looking for is Ralph “Bucky” Phillips, an escaped convict. He is described as a Native American male, about 6 feet tall and weighing 240 pounds. He has long black hair which is frequently worn in a ponytail.

Phillips is suspected in the shooting of Trooper Brown during a traffic stop about 1 a.m. Saturday in the town of Veteran, Chemung County.
