Alleged shooter of Tpr recaptured after brief escape

A man accused of shooting a New York State Trooper in the Plattsburgh area in September escaped from jail this evening for a short time but was recaptured shortly afterward. The man, Vladimir Kulakov, had been in the Clinton County Jail facing charges of attempted murder in connection with the shooting of Trooper Sean Finn during a manhunt for Kulakov in September. Trooper Finn was shot in his hands and his head was grazed, but thankfully he has recovered from his injuries.
